Yes cos that would make sense, discouraging £3m or even £5m bids for your players! Surely he wants the bids to keep rolling in, he can always reject them if he doesn't like them. On the other hand it is in Spurs interests to discourage bids for Reid if they want to sign him but haven't yet decided how much they will pay for him.

I think Spurs are showing up their lying chav tendencies a bit here.

Or you are both t**ts......at the end of the day it is not a true story...the forest chairman has heard rumours of a spurs bid and has gone public to try to stop any further bids coming in ....... this topic is now closed as I am going to delete any further posts and then lock it....

The chairman of Forest dreamt that Spurs offered £3m for Reid, and in spite of his official capacity decided to share this dream with the papers, pointing out how funny it was that they were offering less than a bid that had already been rejected.

OR...

Spurs put in a bid that was rejected, and trying to save face not only at their stupidity but also that a Championship player didnt want to play for them, so got an un-named spokesman to deny the story, whilst still saying Reid is a player they admire, i.e. want to sign when they work out you need to increase not decrease bids.

As Jeff said, which version sounds more likely?
